For the past few weeks I outlined the bills the Ohio House of Representatives passed the last week of May. In an election year it is customary for the House to be recessed through the summer. This is the last week I will be reporting on a vote until we are back in session.
I have appreciated the feedback I received regarding this column. Accountability is very important to me. This column equips the voters with the tools needed to hold me accountable.
Senate Concurrent Resolution 16 recognizes June 26, 2006 as Viktor Schreckengost Day. This day is Viktor Schreckengosts 100th birthday. He designed the first bicycle for the Murray Company. I voted yes. The Resolution passed.
Senate Bill 227 designates a portion of State Route 423 within Marion County the Deputy Brandy Winfield Memorial Highway after the officer who was killed in the line of duty. I voted yes.
The remainder of the votes I will discuss today are bills that previously passed the House, but were changed in the Senate. Most of these changes were minor.
House Bill 311, allows dental assistants to apply certain sealants. The Senate Amendment was technical. I voted yes.
House Bill 458 revises veterinary practice laws creating a provisional veterinary graduate license. I voted yes.
A Conference Committee report was approved on Senate Bill 238. This bill originally made changes in the use of Ohios Child Welfare Information System. The conference report added amendments that: 1) enhanced the process followed as children are placed in foster homes; 2) called for the completion of multiple child assessments: 3) required pre-placement home visits; 4) and made it a crime to give false statements by prospective adoptive parents. I voted yes on the conference report. The bill passed.
When House Bill 115 previously passed the House, I voted no because the bill adds another layer of bureaucracy and negatively impacted Educational Service Centers (ESCs). The ESC issue was fixed in the Senate version. Further, an amendment was added in the Senate that appropriated $13 million for the Ohio Core high school curriculum initiative. With the changes to the bill and the money for school districts to implement more science, math and foreign language in the school, I voted yes. The conference bill passed.
I also voted yes to concur to the Senate amendments to the following bills which passed:
House Bill 137- revises the procedure by which the Juvenile Court can seal the records of delinquent and unruly juveniles.
Substitute House Bill 576 provides college tuition to Ohio resident spouses and former spouses of armed services members killed in the line of duty while serving in a combat zone after May 7, 1975
The Senate Bill 162 modifies the mortgage loan law.
Substitute House Bill 150 requires a scrap metal processor who receives a motor vehicle from the owner to keep the record of the cancellation for three year; a copy of the canceled title; and, if the seller of the motor vehicle is not the titled owner, the record must include specified identifying information about the seller.
Substitute House Bill 184 -requires a school district, educational service center, or community school to accept and display donated copies of the U.S. and Ohio mottos.
House Bill 298 establishes an autism awareness license plate.
Substitute House Bill 422 -requires school safety drills.
